Ok what this setting does is it takes textures, colors, lighting like godrays, and it enhances them to 64 bit format instead of 32 bit format like the original skyrim, from what i understand.

unfortunately if that does not work you may have to start a new game or do a complete re-install of skyrim. The best way to fix the problem would be to remove any large mod’s that adversely change skyrim or that add’s massive amount of content. Very large save game’s will cause massive lagging stuttering and CTD’s. If you type 60 FPS, then you’ll see 3C in hex that’s fine. Here, you can enter the number you want by hand. Under the Sync and Refresh option, you can see Frame Rate Limiter. One option is to try setting a hard limit on your Nvidia Profile Inspector program. The higher your FPS goes above the hard 60 limit, the worse the physics engine performs. Increasing your framerate above 60 causes all sorts of problems with the physics engine. Taking an old bug from the original Skyrim, the PC release of Special Edition keeps the 60 FPS limit. ini file in Documents\Games already has the iPresentInterval (set to 1 by default) so i doubt if that’s the one they mean.
